Europe is entering a new phase of
fiscal digitalization, with several countries moving from
traditional fiscalization models toward more connected, data-driven
compliance systems. Hungary, Romania, Belgium and Croatia are in
focus as they have important changes that affect how receipts,
invoices and overall transaction data are created and reported to
tax authorities.
Hungary is preparing for a new
e-Cash Register era, where electronic receipts, NAV-connected
systems, customer applications and new hardware-based or
cloud-based fiscal solutions will gradually reshape the existing
Online Cash Register model.
Romania is moving toward stronger
integration between fiscal cash registers and ANAF systems, with
upcoming changes related to digital receipts, QR codes, updated
reporting structures and mandatory acceptance of electronic
payments from 2026.
Belgium is modernizing its HoReCa
fiscalization framework through GKS 2.0, introducing online
communication with FPS Finance, new certification requirements,
e-receipt possibilities and a phased transition period for existing
and new operators.
Croatia is also entering a new stage
with Fiscalization 2.0, combining e-invoicing, e-reporting and the
fiscalization updates as part of a broader digitalization
processes.
